I had lots of issues with the fan rubbing the riser cable when using the fan as an exhaust. I am using a LINKUP riser instead of stock.
I ended up running the riser cable behind the GPU instead of the motherboard. I pulled the cables as tight/flat as they would go and adjusted the bracket/fan screws until I found a spot where the fan doesn't rub. Lots of trial and error.
